2005年首届“中佳杯”幼鸽500km公棚赛竞赛规程

一、监管单位：湖北省信鸽协会
二、主办单位：武汉中佳体育产业发展有限公司、湖北中佳赛鸽公棚
三、竞赛项目：单项赛、团体赛、指定鸽赛
1、预赛：驻马店260公里（遇特殊情况下浮5%）2005年10月9日。
2、决赛：郑州460公里（遇特殊情况下浮5%）2005年10月28 日。

5、预、决赛若遇不适宜放飞天气的情况，推迟比赛时间或改期,请广大鸽友网上查询(www.chinaxinge.com )。
四、参赛办法：
1、凡信鸽爱好者、各大公棚和职业赛鸽舍视同本规程均可报名参赛。
2、参赛鸽必须佩带2005年中鸽协统一发放的正式足环或境外国家、地区正式足环。
3、参赛鸽必须是25—35天龄的健康幼鸽。
五、参赛费用、交鸽时间和地点:
1、2005年1月1日开始售卡，每羽参赛鸽收费500元，绝无赠卡；交鸽时间为2005年3月1日--5月20日(节假日不休息)。

3、外埠参赛鸽友可将参赛鸽空运至武汉天河国际机场，火车、汽车捎带的必须提前通知本棚以利接鸽（航空托运的请注明收鸽单位：武汉中佳体育产业发展有限公司收）。境外鸽报关及检疫费自理。联系人：袁翔：13237198011     邵天放：13237198022     张万斌：13237198033。
六、竞赛办法:
1、严格执行中国信鸽协会2002年《信鸽竞赛规则与裁判法》及公棚管理守则、比赛通则。
2、查棚、集鸽、比赛均由上级监管单位湖北省信鸽协会全面负责；为体现公平、公正，预、决赛集鸽时，除裁判员外，参赛鸽不允许其他人上手检视（包括本公棚工作人员）。
3、比赛使用进口电子计时系统自动显示和排名，若计时系统临时出现故障，由当值裁判长按中国鸽协《规则》规定办法处理。
4、决赛以首羽归巢后24小时（按日出日落计算）为有效名次；如归巢鸽名次未满50%，剩余名次奖金由参赛鸽平分，有效名次达到或超过50%，剩余名次奖金由获奖鸽平分。
5、指定鸽必须在比赛鸽归巢前报名，参赛费用的90%作为奖金,10%为运作费；具体指定范围、设奖及分配方案在报名结束后公布。
6、团体组以交鸽入棚10羽以上30羽以内为一自然参赛单位,以决赛有效名次(300名）羽数多者名次列前。羽数相同则以第一羽名次高者列前。

七、奖励办法:
1、预赛录取前50名，前10名各获奖杯壹樽，获奖鸽各发名次证书壹张
冠军10000元，亚军6000元，季军3000元, 4~5名各2000元, 6~10名各1000元，11~50名各500元。
2、决赛录取前300名，前10名各获奖杯壹樽，获奖鸽各发名次证书壹张
冠军100000元，亚军80000元，季军50000元, 4~5名各20000元, 6~10名各15000元, 11~30名各10000元, 31~50名各5000元，51~100名各2000元，101~200名各1000元，201~300名各600元。      
3、团体赛录取前6名，各获奖杯壹樽，各发名次证书壹张
冠军15000元, 亚军10000元, 季军5000元;第4~6名各3000元。
八、优胜鸽拍卖:
1、决赛结束次日举行拍卖（地点另定），决赛获奖鸽及境外归巢鸽必须参加拍卖；拍卖收入的70%归鸽主,20%归本公棚,10%作为运作费用。
2、未拍出的优胜鸽，凭参赛卡交50元在20天内领回；外地鸽友如不能及时前来的,请速与本公棚联系。逾期不领由本公棚处理，收益归本公棚。

3、奖金及拍卖收益个人所得税,由鸽主自理。
九、其它事项：
1、参赛鸽由公棚统一接种疫苗和隔离观察，鸽主自行接种疫苗的必须申明；收鸽期发现病亡、游棚鸽，由公棚及时通知鸽主更换、截止6月1日。经查棚后对已伤残、死亡的，由本公棚退还当年参赛费的80%（400元）给鸽主，20%作为公棚管理费。6月1日后因训放等原因丢失的视为自然淘汰，本公棚不负责任何赔偿。
2、预赛前不少于10次训放（5公里—180公里）。
3、收鸽即套电子环并加密封环，每周扫描，并在《中国信鸽信息网》（网址：www.chinaxinge.com）公布。
4、2005年3月1日公棚正式收鸽前比赛总奖金提前存放省信鸽协会。无论集鸽数量多少，比赛均依照本规程执行。
5、比赛结束，凭参赛卡领取奖金或归巢鸽，参加拍卖鸽的鸽主请事先准备好血统书，以利拍卖。
6、本公棚拟邀请境外赛鸽参赛，收费办法比照国内鸽友。

“Sunlife Cup” Little Racing Pigeon 500km Loft Competition Rules in 2005

ⅠSupervised by Hubei Racing Pigeon Association

ⅡSponsored by Hubei Sunlife Racing Pigeon Loft, Wuhan Sunlife Gymnastic Industry Limited Company.

Ⅲ Competition Items: Individual Race, Team Race, appointed pigeon race.
1.Preliminary race: The distance is 260km from Zhu madian(decreased by 5%in unexpected situation) on Oct.9th, 2005.
2.Final race: The distance is 460km from Zheng zhou(decreased by 5%in unexpected situation) on Oct.28th,2005.

5.If it is not possible for pigeons to race because of bad weather, the date should be postponed or changed. Please check on the website:www.chinaxinge.com.

Ⅳ Conditions for entry
1.  All pigeon fanciers and professional ones who officially agree to this competition rules shall   take part in it.
2.  Enter pigeons shall be rung with 2005 rings provided by China Pigeon Association or foreign countries and regions.
3.  Enter pigeons shall be at the age of 25-35days old and healthy.

Ⅴ Entry fees and date and place of delivery
1.Sell registration form on January 1st,2005.Charge 500RMB for each pigeon, being unavailable for registration form donated. Delivery date is from March 1st to April 30th,2005.(including holidays)
2.Place of delivery: QiJiashan ,Boquan Farm ,Dongxihu District ,Wuhan, China.It is also our loft address. Please contact with our company prior to remittance.

3.Pigeon fanciers from abroad shall airfreight pigeons to Wuhan Tianhe International Airport.    As for pigeons transported by train or truck, inform us to receive them in advance. The fee on      import permit should be paid by entrants themselves. As for airfreight pigeons, please specify the correct address: Wuhan Sunlife Gymnastic Industry Limited Company. Ⅵ Method of Competition
1. We carry out Racing Pigeon Rules And Judging Law 2002 , Loft Managing Rules and General Rules on Competition.
2. Hubei Racing Pigeon Association ,as the superior supervision, take the responsibility for loft-checking, collecting racing pigeons and competition. In order to embody the fairness of the competition, all entrants and loft helpers shall not allow to check the racing pigeons before pigeon-collecting in preliminary and final races.
3. During the competition, adopt imported electronic timing system provided with automatic  display and ranking. In case of temporary trouble with the timing system, the chief judge on duty shall deal with it according to Racing Pigeon Rules And Judging Law 2002.
4. The valid ranking subjects to 24hours after homing of the first pigeon (calculated by sunrise and sunset).If the ranking of homing pigeons fall short of 50% of entered pigeons,  prize of other rankings shall be equally allocated by enter pigeons. If the ranking of homing pigeons exceed 50% of entered pigeons, prize of other rankings shall be equally allocated by winning pigeons.
5. Appointed racing pigeons shall be registration before they home.90% of entry fee is prize money,10% of it is operation fee. Conduct statement for specified ranges ,prize allocation schedule after termination of registration.
6. As for team race, More than 10 and less than 30pigeons could make up of a team.. Based on valid ranking-the top 300 pigeons in final race, the team with more homing pigeons shall be ranked ahead; As for two teams with the same number of pigeons, the first homing one shall be ranked ahead.

 As for preliminary and final races, the first 10 winners shall be issued a Certificate and a Cup.

Ⅷ The Auction

1. The auction will be held on the next day of ending of final race. The winning racing pigeons in   final race and foreign homing pigeons must be auctioned. Proceeds from the auction will be distributed on the following basis:
70% to the original owner, i.e. the person who registered the pigeon.
20% to the Hubei Sunlife Racing Pigeon Loft
10%to operation fees.
2.Take back winning pigeons which are not auctioned within 20 days upon making 50yuan through registration form.. As for the owners who can not come in time, please contact us ahead. The proceeds is possessed by our loft if you exceed the time limit.

3.Personal income taxes on prize money and auction proceeds are payed by pigeon-ownners themselves.

Ⅸ Other Issues
1.Entered pigeons shall be vaccinated and quarantined by us. Fanciers must state ahead if pigeons have been vaccinated. From collecting time to June 1st,dead and losing pigeons shall be replaced. If racing pigeons are injured, dead or disabled after checking, we will send back 80% of entry fee(400yuanRMB) to entrants,20% of it is used as loft administrative costs. If they are lost in training flight after June 1st,we consider it spontaneous knock-out and we will not make compensation for it.
2.We will run off training flights no less than 10 times prior to preliminary race.(5km-180km)
3.An electronic ring and sealed ring will be placed on the pigeons’ naked leg when they are collected.We would scan them every week and publicize on the website:www.chinaxinge.com
4.Deposit total prize money in Hubei Racing Pigeon Association before March 1st,2005. We will held the competition according to the rules without considering the amount of pigeons.
5.After competition, the entrants draw the prize money and pigeons by registration form.. Besides, the entrants who want to auction pigeons shall prepare bloodline certificate, for it is convenient for both of us.
6.Charge standard for pigeons from foreign countries is the same as that of pigeons in China.
